Overview
Kudo, King Among Bears does something no other commander does: it homogenises the power and toughness of every creature on the battlefield, setting each one's base stats to 2/2. For most decks, this is a subtle debuff. For this deck, it is the premise the entire strategy is built around.
The deck operates on two parallel tracks that feed into each other. The bear tribal engine gives you a steady stream of creatures entering the battlefield, and each Bear that enters triggers Kudo to place +1/+1 counters on your other creatures. This means every bear you cast also pumps your existing board. A pair of bears in play turns into a 4/4 and a 3/3 after one more bear arrives, and the wider you go, the faster the board compounds. Cathars' Crusade turns this into a geometric problem for your opponents: each creature entering means every other creature grows, and with Crusade in play the exponential math arrives very quickly.
The counter synergy package fills in the gaps. Champion of Lambholt converts a wide board into an unblockable one; Doubling Season and Branching Evolution turn each placed counter into two; Hardened Scales adds one to every counter effect in the deck. The card draw suite is light but efficient: Beast Whisperer and Toski, Bearer of Secrets convert creature casts into cards, while Mentor of the Meek fires every time a creature enters as a 2/2, which in this deck is very nearly all of them.
The deck's protection suite is deliberately deep. Heroic Intervention holds up to a board wipe in response; Grand Abolisher shuts down interaction on your turn; Shalai, Voice of Plenty gives your whole team hexproof. The commander is protected with Lightning Greaves and Swiftfoot Boots. The overall resilience of the deck is high: individual pieces are replaceable, and the core loop of bears entering and counters accumulating is difficult to disrupt at every angle simultaneously.
The Combo: Kudo + Elesh Norn
Kudo sets every creature's base power and toughness to 2/2. This is a static replacement effect that applies to all creatures on the battlefield simultaneously, including those controlled by your opponents.
Elesh Norn, Grand Cenobite applies a continuous -2/-2 to all creatures opponents control. With Kudo already establishing a base of 2/2 for those creatures, the Norn's modifier brings them to 0/0 before state-based effects are checked. Every creature your opponents control dies instantly, regardless of how large they were before Kudo arrived. The board wipe requires no additional mana and no trigger to resolve: it is simply the arithmetic of two permanents existing at the same time.
Your own creatures are unaffected by the debuff. They start at 2/2 base, receive the +2/+2 from Elesh Norn's first ability (which applies to other creatures you control), and keep any +1/+1 counters they have accumulated. A board that looked like a crowd of modest 2/2s a moment ago is now a collection of 4/4s standing in an empty field.
The combo is not the only win condition, but it is the most decisive one. Elesh Norn on an empty board is still a 4/7 that gives your whole team +2/+2 and threatens to kill any new creature opponents attempt to deploy with one or fewer +1/+1 counters on it. While it costs seven mana and rewards a slower game plan, Eladamri's Call and Finale of Devastation can both fetch her on demand when the moment arrives.

Playing the Deck
The ideal opening involves one of the four one-mana dorks: Llanowar Elves, Elvish Mystic, Birds of Paradise, or Avacyn's Pilgrim. Kudo costs four mana and wants to hit the table on turn three if possible, so a turn-one dork followed by a ramp spell puts you ahead of the curve. Selvala, Heart of the Wilds is particularly strong here: in a deck where creatures start at 2/2 and immediately begin accumulating counters, Selvala frequently taps for three or more mana while also drawing a card on any turn a large creature enters.
The first several turns after Kudo arrives are about widening the board, not attacking. Each bear you cast is also a trigger for Kudo to push counters around, and the more creatures you have in play, the higher each Crusade trigger lands. Mentor of the Meek fires every time a creature enters as a 2/2 or smaller, which before Crusade or Kudo have distributed counters is nearly every creature you cast. In practice the Mentor functions as a one-mana cantrip attached to every creature spell, deepening your hand through the early turns without requiring additional investment.
Champion of Lambholt is the primary route to turning a wide board into a winning attack. Once the Champion's power exceeds 2, opponents playing Kudo-affected boards cannot block most of your team, and a few more counters make that ceiling climb above whatever defenders they might deploy. Beastmaster Ascension charges quickly in this deck and gives your whole team +5/+5 once it completes, which on a wide board of already-counter-laden creatures represents a very sudden and very large attack. Overwhelming Stampede serves a similar role as a one-turn finisher: if your largest creature has been pumped by a dozen Kudo triggers, Stampede gives the entire team that power and trample, ending the game in a single attack step.
When the Elesh Norn line is available, the sequence is simple: ensure Kudo is in play with protection available, then resolve Norn at a moment when the board wipe matters. The combination wins through two paths. If the table is building wide with token strategies or creature-based ramp, wiping the board at the right moment creates such a large tempo gap that recovery becomes impossible before your creatures close out the game. If opponents are playing smaller, faster decks, Norn on an empty board is a permanent tax that makes future creature deployment very difficult, since any creature with two or less base toughness simply cannot survive with Kudo and Norn in play simultaneously.
Strengths & Weaknesses
Strengths: The deck has multiple distinct win conditions that do not require each other. A fully loaded Champion of Lambholt and a wide board wins through combat damage. The Elesh Norn combination wins through a one-sided board wipe. Doubling Season combined with Cathars' Crusade creates explosive counter growth that can end a game in two turns from an otherwise unremarkable position. The counter synergies compound on each other, and the bear tribal triggers are not the only source of them: Renata, Called to the Hunt, Forgotten Ancient, and Juniper Order Ranger all distribute counters independently of bears entering. The board is therefore resilient to partial disruption: removing Cathars' Crusade slows the counters but does not stop them.
Weaknesses: The deck is slow to establish initial mana if the first few draws miss on dorks or ramp. Without a fast start, reaching Kudo on turn three or four is not guaranteed, and the deck's synergies do not fully come online until he is on the field. The Elesh Norn combination requires seven mana to resolve against a table that may be trying to remove Kudo before that window opens. Mass exile effects (Farewell naming creatures) can set the board back significantly, since counters accumulated over multiple turns cannot be recovered. The deck also has limited interaction at instant speed beyond Heroic Intervention, Swords to Plowshares, Path to Exile, and removal instants: strategies that win on the stack or through non-creature permanent-based combos are harder to disrupt.
