Atarka, World Render costs {5}{R}{G} and is a Legendary Dragon with flying and trample. Whenever a Dragon you control attacks, it gains double strike until end of turn. Every Dragon in the deck, including Atarka, hits twice.
The precon already has the cost reducers and the Dragon payoffs, including Dragonspeaker Shaman, Dragon Tempest, Dragonlord's Servant, Savage Ventmaw and Scourge of Valkas. It is a strong list, so there are fewer swaps than in most guides. Each swap below pairs a cut with an add, and every card is scored with the same numbers the Oracle uses to build decks: synergy and inclusion from the Atarka decks, plus lift, which shows how much more often a card turns up in Atarka decks than in decks that could play it.

What is holding the deck back
Not enough Dragon-only mana and Dragon makers
Carnelian Orb of Dragonkind, Jade Orb of Dragonkind and Scaled Nurturer tap for mana that helps cast Dragons, and Lathliss and Thrakkus the Butcher make the Dragons bigger or more numerous. They are among the top-scoring cards the precon leaves out.
Burn spells and non-Dragon creatures
Provoke the Trolls is a four-mana burn spell, and Loaming Shaman and Runehorn Hellkite are each played in about one Atarka deck in four to eight.
Seven-drops
Dream Pillager and Dragon Mage cost seven, and the deck has 12 nonland cards at mana value six or more.
The 7 swaps

Furnace Whelp is a four-mana 2/2 flying Dragon with firebreathing. It is played in about one Atarka deck in eight.
Lathliss, Dragon Queen is a 6/6 flying Legendary Dragon for {4}{R}{R}. Whenever another nontoken Dragon enters under your control you create a 5/5 red Dragon token with flying, and for {1}{R} your Dragons get +1/+0. A six-drop that makes a Dragon for every Dragon, and the highest-scoring card the precon leaves out.

Provoke the Trolls is a four-mana instant that deals 3 damage and pumps the creature hit. It is played in about one Atarka deck in eight.
Thrakkus the Butcher is a 3/4 Legendary Dragon Peasant for {3}{R}{G} with trample. Whenever it attacks you double the power of each Dragon you control until end of turn. A five-drop that is itself a Dragon, and doubles the power of Atarka's double strike Dragons.

Loaming Shaman is a three-mana 3/2 that shuffles cards from a graveyard into a library. It is played in about one Atarka deck in six.
Carnelian Orb of Dragonkind costs {2}{R}. It taps for {R}, and if that mana is spent on a Dragon creature spell, the Dragon gains haste until end of turn. A rock that is also a haste enabler for a deck of Dragons.

Dream Pillager is a seven-mana 4/4 flying Dragon that exiles cards from the top of your library when it connects. It is played in about one Atarka deck in five.
Jade Orb of Dragonkind costs {2}{G}. It taps for {G}, and when you spend that mana to cast a Dragon creature spell, the Dragon enters with an additional +1/+1 counter and hexproof until your next turn. A rock that protects and grows your Dragons.

Runehorn Hellkite is a six-mana 5/5 flying Dragon that can reset everyone's hand from the graveyard. It is played in about one Atarka deck in four.
Scaled Nurturer is a 0/2 Dragon Druid for {1}{G}. It taps for {G}, and when you spend that mana to cast a Dragon creature spell you gain 2 life. A two-drop Dragon that ramps into the big ones.

Dragon Mage is a seven-mana 5/5 flying Dragon that resets every hand when it connects. It is played in about one Atarka deck in three.
Scourge of the Throne is a 5/5 flying Dragon for {4}{R}{R} with dethrone. Whenever it attacks for the first time each turn, if it is attacking the player with the most life, you untap all attacking creatures and get an additional combat phase. A six-drop that gets a second combat, so Atarka's double strike is used twice.

Sweltering Suns is a three-mana sorcery that deals 3 damage to each creature, including your own small Dragons. It is played in about one Atarka deck in four.
Dragonstorm Globe costs {3}. Each Dragon you control enters with an additional +1/+1 counter, and it taps for one mana of any color. A rock that makes every Dragon bigger.

If you want to spend more
These are strong but sit outside a budget upgrade. Prices are the cheapest paper printing.
- Earthquake Dragon$4.11
A 10/10 flying, trample Dragon that costs less for the total mana value of your Dragons. It costs more than a budget upgrade should. - Hellkite Charger$0.72
A 5/5 flying, haste Dragon that can add a combat phase for {5}{R}{R}. It costs more than a budget upgrade should.
Draconic Destruction is already one of the best-built starter decks. The upgrade is Dragon-only mana rocks and a few stronger Dragons, in place of burn spells, non-Dragons and seven-drops. These seven swaps cost about $2 in total.

How the numbers work
Inclusion is the share of Atarka, World Render decks (5,984 of them when this was written, 2026-10-28) that play the card. Synergy is how much more often they play it than other decks in the same colours. Oracle score is synergy × 0.6 plus inclusion × 0.4, the same blend The Oracle uses to rank cards for a deck. Lift compares how often the card appears in these decks with how often it could, capped at 8× here; it is shown for context and does not change the score.
Two cautions. Players who run the precon unmodified count as Atarka decks, which flatters every card the precon contains. Lift is high for many Dragon cards because few decks play them outside a Dragon deck, so use lift to compare cards, not to judge one in isolation. Prices are the cheapest non-foil paper printing on TCGplayer (via Scryfall), in USD, and move daily.
