Tegwyll, Duke of Splendor costs {1}{U}{B} and is a 2/3 with flying and deathtouch. Other Faeries you control get +1/+1, and whenever another Faerie you control dies, you draw a card and lose 1 life. Every Faerie is bigger, and every one that dies is a card.
The precon already has the Faerie lords and the flash flyers, including Obyra, Dreaming Duelist, Scion of Oona, Alela, Cunning Conqueror and Archmage of Echoes. Each swap below pairs a cut with an add, and every card is scored with the same numbers the Oracle uses to build decks: synergy and inclusion from the Tegwyll decks, plus lift, which shows how much more often a card turns up in Tegwyll decks than in decks that could play it.

What is holding the deck back
Not enough Faeries
Talion's Messenger, Faerie Vandal, Faerie Dreamthief, Sprite Noble and Glen Elendra Guardian are Faeries that cost one to three mana and fly. They are among the top-scoring cards the precon leaves out.
Spells that make Faeries
Stolen by the Fae and Faebloom Trick create 1/1 Faerie tokens with flying, which Tegwyll and the lords make bigger and Obyra turns into drain.
Expensive spells that are not Faeries
Hullbreaker Horror, Dig Through Time, Fact or Fiction, Nightmare Unmaking and Perplexing Test cost four to eight mana and make no Faeries.

Hullbreaker Horror is a seven-mana 7/8 flash Kraken Horror that bounces spells and permanents. It is played in about one Tegwyll deck in four.
Talion's Messenger is a 1/3 flying Faerie Noble for {2}{U}. Whenever you attack with one or more Faeries you draw a card, then discard a card, and when you discard this way you put a +1/+1 counter on a Faerie you control. A three-drop that loots every attack and grows the team.

Reckless Spite destroys two nonblack creatures for {1}{B}{B}, and you lose 5 life. It is played in about one Tegwyll deck in six.
Faerie Fencing costs {X}{B} at instant speed: a creature gets -X/-X until end of turn, and an additional -3/-3 if you controlled a Faerie as you cast it. One mana of removal for a small creature, and it scales.

Dig Through Time costs {6}{U}{U} with delve and digs seven cards deep. It is played in about one Tegwyll deck in four.
Faerie Vandal is a 1/2 flash flying Faerie Rogue for {1}{U}. Whenever you draw your second card each turn, it gets a +1/+1 counter. A two-drop that fits on any turn and gets bigger with every draw.

Wayfarer's Bauble is a one-mana artifact that costs {2} more to fetch a basic land. It is played in about one Tegwyll deck in four.
Faerie Dreamthief is a 1/1 flying Faerie Warlock for {B} that surveils 1 when it enters. For {2}{B} you can exile it from your graveyard to draw a card and lose 1 life. A one-drop Faerie that is a card later.

Fact or Fiction costs {3}{U} and gives an opponent the choice of two piles. It is played in about one Tegwyll deck in four.
Stolen by the Fae costs {X}{U}{U}. You return a creature with mana value X to its owner's hand and create X 1/1 blue Faerie creature tokens with flying. Removal that is also an army of Faeries, which Obyra drains for.

Nightmare Unmaking is a five-mana sorcery that exiles creatures by power compared to your hand size. It is played in about one Tegwyll deck in four.
Sprite Noble is a 2/2 flying Faerie Noble for {1}{U}{U}. Other creatures you control with flying get +0/+1, and for a tap they get +1/+0 until end of turn. A three-drop that pumps every flyer.

Theoretical Duplication is an instant that copies nontoken creatures an opponent controls when they enter this turn. It is played in about one Tegwyll deck in three, but it makes no Faeries.
Faebloom Trick costs {2}{U} at instant speed. You create two 1/1 flying Faerie tokens and tap target creature an opponent controls. Two Faeries for three mana, and a lord pumps them.

Illusionist's Gambit costs {2}{U}{U} and can only be cast during the declare blockers step on an opponent's turn. It is played in about one Tegwyll deck in three.
Glen Elendra Guardian is a Faerie Wizard for {2}{U} with flash and flying. It enters with a -1/-1 counter on it, and for {1}{U} you remove a counter to counter a noncreature spell. A Faerie that is also a counterspell, and Archmage of Echoes copies it.

Perplexing Test costs {3}{U}{U} to bounce all creature tokens or all nontoken creatures, including yours. It is played in about one Tegwyll deck in three.
Favorable Winds costs {1}{U}: creatures you control with flying get +1/+1. A two-mana anthem for the Faeries and every flyer in the deck.

Thrilling Encore is a five-mana instant that returns creatures that died this turn. It is played in about one Tegwyll deck in three.
Voracious Tome-Skimmer is a 2/3 flying Faerie Rogue for {U/B}{U/B}{U/B}. Whenever you cast a spell during an opponent's turn, you may pay 1 life to draw a card. The deck is full of flash creatures and instants, so it draws often.

Repulse is a three-mana instant that returns a creature to its owner's hand and draws a card. It is played in about one Tegwyll deck in four.
Bitterblossom is a two-mana Faerie enchantment. At the beginning of your upkeep you lose 1 life and create a 1/1 black Faerie Rogue creature token with flying. A free Faerie every turn, and the highest-scoring card the precon leaves out.

Mind Stone is a two-mana rock that can be sacrificed to draw a card. It is played in about one Tegwyll deck in two, in a deck that already has other mana rocks.
Spellstutter Sprite is a 1/1 Faerie Wizard for {1}{U} with flash and flying. When it enters, it counters target spell with mana value X or less, where X is the number of Faeries you control. A Faerie that counters a spell, and grows better with every Faerie.

Fellwar Stone is a two-mana rock that taps for a color an opponent's land could produce. It is played in about one Tegwyll deck in two.
Talion, the Kindly Lord is a 3/4 flying Faerie Noble for {2}{U}{B}. As it enters you choose a number from 1 to 10, and whenever an opponent casts a spell with that mana value, power or toughness, they lose 2 life and you draw a card. A Faerie that draws cards off opposing spells.

If you want to spend more

- Faerie Harbinger$3.59
A flash flyer that tutors a Faerie to the top of your library. - Notorious Throng$3.42
Makes Faerie Rogue tokens equal to the damage you dealt this turn, and an extra turn with prowl.

How the numbers work
Inclusion is the share of Tegwyll, Duke of Splendor decks (3,023 of them when this was written, 2026-10-27) that play the card. Synergy is how much more often they play it than other decks in the same colours. Oracle score is synergy × 0.6 plus inclusion × 0.4, the same blend The Oracle uses to rank cards for a deck. Lift compares how often the card appears in these decks with how often it could, capped at 8× here; it is shown for context and does not change the score.
Two cautions. Players who run the precon unmodified count as Tegwyll decks, which flatters every card the precon contains. Lift is moderate for most of these cards because they are played in many flyer and Faerie decks, so use lift to compare cards, not to judge one in isolation. Prices are the cheapest non-foil paper printing on TCGplayer (via Scryfall), in USD, and move daily.
