Zinnia, Valley's Voice costs {U}{R}{W} and has flying. She gets +X/+0, where X is the number of other creatures you control with base power 1, and your creature spells gain offspring {2}, so you can pay {2} extra to create a 1/1 token copy of the creature when it enters. Every creature you cast can be two creatures.
The precon already has the offspring creatures and the draw, including Agate Instigator, Curiosity Crafter and Aether Channeler. Each swap below pairs a cut with an add, and every card is scored with the same numbers the Oracle uses to build decks: synergy and inclusion from the Zinnia decks, plus lift, which shows how much more often a card turns up in Zinnia decks than in decks that could play it.

What is holding the deck back
Not enough pingers for a token deck
Molten Gatekeeper, Witty Roastmaster, Weftstalker Ardent and Arabella all damage opponents whenever a creature enters or attacks, and Zinnia's offspring makes two creatures from every spell. Welcoming Vampire and Rumor Gatherer draw and scry on each entry. They are among the top-scoring cards the precon leaves out.
Big finishers in a deck of small creatures
Inferno Titan, Angel of the Ruins, Cloudblazer, Shield Broker and Illusory Ambusher cost five or more, in a deck whose commander wants creatures with base power 1. Nine nonland cards have a mana value of six or more.
Cards that help the table or do little
Cut a Deal gives each opponent a card to get you one back, and Time Wipe and Rowdy Research do little in a deck that wants a board of small creatures.
The 13 swaps

Illusory Ambusher is a five-mana 4/1 with flash that draws cards when it is dealt damage. It is not a card Zinnia decks usually play.

Arthur, Marigold Knight is a five-mana 4/5 haste that puts a creature from the top six onto the battlefield attacking, and returns it at end of combat. It is played in about one Zinnia deck in five.
Impact Tremors costs {1}{R}. Whenever a creature you control enters, it deals 1 damage to each opponent. A two-mana enchantment that turns every token and creature into damage.

Fortune Teller's Talent is a one-mana Class that lets you look at the top card of your library and later play from it. It is played in about one Zinnia deck in five.

What to keep
These cards are doing the deck's heavy lifting. Do not cut them.
- Agate Instigator$8.61
Played in 74% of Zinnia decks. A two-drop with offspring, so it makes a 1/1 Goblin token. - Selfless Spirit$0.44
A flier that can be sacrificed to make your creatures indestructible, a clean answer to a sweeper. - Curiosity Crafter$0.30
A flier that draws you a card whenever a creature token you control deals combat damage to a player. - Ornithopter of Paradise$0.37
A two-mana flier that taps for any color and has base power 0. - Aether Channeler$0.31
Makes a 1/1 Bird token with flying, or bounces another creature to replay for value.
If you want to spend more
These are strong but sit outside a budget upgrade. Prices are the cheapest paper printing.
- Skullclamp$4.82
Draws two cards whenever the equipped creature dies, and it is excellent with 1/1 tokens.
Family Matters already has the offspring creatures and the draw. The upgrade is cheap creatures that ping, draw or make tokens whenever another creature enters, in place of big finishers and cards that do little for a board of small creatures. These thirteen swaps cost about $22 in total.

What should I cut from Family Matters?
The weakest cards for this commander are Illusory Ambusher, Inferno Titan and Circuit Mender. The guide explains the reason for every cut, and swaps each one for a card that scores higher.

How the numbers work
Inclusion is the share of Zinnia, Valley's Voice decks (17,867 of them when this was written, 2026-10-27) that play the card. Synergy is how much more often they play it than other decks in the same colours. Oracle score is synergy × 0.6 plus inclusion × 0.4, the same blend The Oracle uses to rank cards for a deck. Lift compares how often the card appears in these decks with how often it could, capped at 8× here; it is shown for context and does not change the score.
Two cautions. Players who run the precon unmodified count as Zinnia decks, which flatters every card the precon contains. Lift is moderate for most of these cards because they are played in many token decks, so use lift to compare cards, not to judge one in isolation. A card the commander's decks do not usually play counts as 0 in the average score. Prices are the cheapest non-foil paper printing on TCGplayer (via Scryfall), in USD, and move daily.
