Aminatou, Veil Piercer costs {1}{W}{U}{B}. At the beginning of your upkeep you surveil 2, and each enchantment card in your hand has miracle, with a miracle cost equal to its mana cost reduced by {4}. A 10-mana enchantment can cost six, and you set up the draw with the surveil.
The precon already has the big payoffs, including One with the Multiverse, Sigil of the Empty Throne and Extravagant Replication. Each swap below pairs a cut with an add, and every card is scored with the same numbers the Oracle uses to build decks: synergy and inclusion from the Aminatou decks, plus lift, which shows how much more often a card turns up in Aminatou decks than in decks that could play it.

What is holding the deck back
Not enough cheap enchantment payoffs
Inquisitive Glimmer, Entity Tracker, Archon of Sun's Grace, Zur, Eternal Schemer and Estrid's Invocation are the top-scoring cards the precon leaves out. Each rewards an enchantment entering, draws cards or makes tokens.
Ramp and creatures that do nothing for the plan
Burnished Hart, Solemn Simulacrum, Prognostic Sphinx and Dream Eater are played in about one Aminatou deck in five or fewer, and Aminatou's miracle already makes the expensive cards cheap.
A very top-heavy deck
Sixteen nonland cards have a mana value of six or more, and Aminatou's Augury costs eight mana. Cheap enchantments make the early turns count.
The 13 swaps

Prognostic Sphinx is a five-mana flier that scries 3 when it attacks, and it is played in about one Aminatou deck in sixteen.
Inquisitive Glimmer is an enchantment creature for {W}{U}: enchantment spells you cast cost {1} less to cast, and unlock costs you pay cost {1} less. A two-drop that is an enchantment and makes every other enchantment cheaper. It is the highest-scoring card the precon is missing.

Burnished Hart is a three-mana artifact creature that sacrifices itself for two basic lands, and is played in about one Aminatou deck in twelve.
Entity Tracker is a 2/3 flash creature for {2}{U}. Whenever an enchantment you control enters, and whenever you fully unlock a Room, you draw a card. Every enchantment is a card.

Dream Eater is a six-mana 4/3 flash flier that surveils 4 and bounces a nonland permanent. It is played in about one Aminatou deck in twelve.
Archon of Sun's Grace is a 3/4 flying lifelinker for {2}{W}{W}. Whenever an enchantment you control enters, it creates a 2/2 flying Pegasus, and Pegasi have lifelink. A four-drop that makes a flier for every enchantment.

Phenomenon Investigators is a 3/4 for {2}{U}{B} that either makes Horror enchantment creatures when a creature dies or returns a permanent to your hand each end step. It is played in about one Aminatou deck in twelve.
Estrid's Invocation costs {2}{U}: it enters as a copy of an enchantment you control, and at your upkeep you may exile and return it. A three-mana copy of your best enchantment that triggers every enchantment payoff again.

Read the Bones scries 2 and draws two for three mana and 2 life. It is played in about one Aminatou deck in seven.
Zur, Eternal Schemer is a 1/4 flier for {W}{U}{B}. Your enchantment creatures have deathtouch, lifelink and hexproof, and for {1}{W} a non-Aura enchantment becomes a creature with power and toughness equal to its mana value. It turns your enchantments into attackers.

Solemn Simulacrum is a four-mana artifact creature that fetches a basic land and draws a card when it dies. It is played in about one Aminatou deck in five, and the deck has 37 lands.
Heliod, the Radiant Dawn is a four-mana enchantment creature: when it enters it returns an enchantment card that is not a God from your graveyard to your hand. A creature that is also an enchantment, and a source of card advantage.

Life Insurance is a five-mana enchantment with extort that makes Treasure when nontoken creatures die. It is played in about one Aminatou deck in six.
Ghostly Dancers is a 2/5 flier for {3}{W}{W}. When it enters it returns an enchantment card from your graveyard to your hand or unlocks a locked door, and whenever an enchantment enters under your control it creates a 3/1 flying Spirit. A flier that returns an enchantment and makes a Spirit for each one.

Aminatou's Augury costs {6}{U}{U}, eight mana, and lets you cast one spell of each nonland type from the top eight cards for free. It is played in about one Aminatou deck in five.
Shadow of the Second Sun is a six-mana Aura you put on yourself: at each of your postcombat main phases there is an additional beginning phase, so you untap, upkeep and draw again. Aminatou surveils 2 and you draw twice as many cards each turn, and it is an enchantment for your payoffs.

Thriving Isle enters tapped, and the deck also plays Thriving Moor, Thriving Heath and other tapped lands.
Restricted Office is a Room: when you unlock its first door, {2}{W}{W}, you destroy all creatures with power 3 or greater, and its other door gives your other permanents hexproof. A cheap board wipe that is an enchantment for Aminatou's payoffs, so each unlock is a draw or a token.

Thirst for Meaning ({2}{U}) is one of the lowest-scoring cards in the precon, at 17 in the Oracle: it is in 18% of Aminatou decks with 17% synergy. It reads: Draw three cards. Then discard two cards unless you discard an enchantment card.
Starfield of Nyx ({4}{W}) scores 48: it is in 51% of Aminatou decks with 47% synergy. It reads: At the beginning of your upkeep, you may return target enchantment card from your graveyard to the battlefield.

Return to Dust ({2}{W}{W}) is one of the lowest-scoring cards in the precon, at 19 in the Oracle: it is in 21% of Aminatou decks with 18% synergy. It reads: Exile target artifact or enchantment. If you cast this spell during your main phase, you may exile up to one other target artifact or enchantment.
Omniscience ({7}{U}{U}{U}) scores 44: it is in 46% of Aminatou decks with 43% synergy. It reads: You may cast spells from your hand without paying their mana costs.

Verge Rangers ({2}{W}) is one of the lowest-scoring cards in the precon, at 20 in the Oracle: it is in 21% of Aminatou decks with 20% synergy. It reads: First strike. You may look at the top card of your library any time. As long as an opponent controls more lands than you, you may play lands from the top of your library.
Mind's Dilation ({5}{U}{U}) scores 36: it is in 38% of Aminatou decks with 35% synergy. It reads: Whenever an opponent casts their first spell each turn, that player exiles the top card of their library. If it's a nonland card, you may cast it without paying its mana cost.

Spirit-Sister's Call ({3}{W}{B}) is one of the lowest-scoring cards in the precon, at 21 in the Oracle: it is in 22% of Aminatou decks with 21% synergy. It reads: At the beginning of your end step, choose target permanent card in your graveyard. You may sacrifice a permanent that shares a card type with the chosen card.
Propaganda ({2}{U}) scores 32: it is in 51% of Aminatou decks with 20% synergy. It reads: Creatures can't attack you unless their controller pays {2} for each creature they control that's attacking you.

Creates a 4/4 flying Angel whenever you cast an enchantment spell. - Shark Typhoon$0.35

If you want to spend more
These are strong but sit outside a budget upgrade. Prices are the cheapest paper printing.
- Hallowed Haunting$7.70
Gives your creatures flying and vigilance once you control seven enchantments. - Mirror Room$2.30
A Room that copies a creature when you unlock it.
Miracle Worker already has the big enchantments and the miracle engine. The upgrade is cheap enchantment creatures that draw and make tokens, cost reducers for enchantments, and fewer ramp creatures and gimmicks. These thirteen swaps cost about $22 in total.

How the numbers work
Inclusion is the share of Aminatou, Veil Piercer decks (15,495 of them when this was written, 2026-10-27) that play the card. Synergy is how much more often they play it than other decks in the same colours. Oracle score is synergy × 0.6 plus inclusion × 0.4, the same blend The Oracle uses to rank cards for a deck. Lift compares how often the card appears in these decks with how often it could, capped at 8× here; it is shown for context and does not change the score.
Two cautions. Players who run the precon unmodified count as Aminatou decks, which flatters every card the precon contains. Lift is high for many of these cards because they are enchantment cards that are rarely played outside enchantment decks, so use lift to compare cards, not to judge one in isolation. Prices are the cheapest non-foil paper printing on TCGplayer (via Scryfall), in USD, and move daily.
