Overview
Raining Cats and Dogs is a tribal deck for two animals at once. Rin and Seri, Inseparable is a Dog Cat, so every Cat spell you cast makes a 1/1 white Dog token and every Dog spell makes a 1/1 green Cat token. For {R}{G}{W} and a tap, Rin and Seri deal damage to any target equal to the number of Dogs you control and you gain life equal to the number of Cats you control.
The 99 cards are 34 creatures, 9 artifacts, 8 enchantments, 4 instants, 6 sorceries and 38 lands. 23 of the creatures are Cats and five are Dogs, plus changelings such as Mirror Entity and Taurean Mauler that count as both. Because the deck has far more Cats than Dogs, most of the time the commander turns Cat spells into Dog tokens, so the Dogs and the Dog payoffs matter more than their number suggests.
Key Cards
Playing the Deck
The early game is about cheap Cats and ramp. Hungry Lynx, Whitemane Lion, Oreskos Explorer and King of the Pride all cost two or three mana, and each Cat you cast gives you a Dog token from Rin and Seri. Nature's Lore, Three Visits, Cultivate, Farseek, Sol Ring and Arcane Signet speed you up, and Cursed Mirror taps for red mana.
The middle of the game is about making the board bigger and cheaper. Herald's Horn makes creature spells of the chosen type cost {1} less, Oketra's Monument does the same for white creature spells, Vanquisher's Banner gives the chosen type +1/+1 and draws a card whenever you cast a creature spell of that type, and Maskwood Nexus makes every creature a Cat and a Dog. Anointed Procession doubles the tokens you create, Jinnie Fay, Jetmir's Second lets you make 2/2 Cat tokens with haste or 3/1 Dog tokens with vigilance instead of other tokens, and Felidar Retreat adds a 2/2 Cat Beast or a team-wide counter every time a land enters.
Games end through a wide board and a big attack. Jetmir, Nexus of Revels gives the team trample and double strike, Mirror Entity makes every creature as big as you can afford, Return of the Wildspeaker can pump non-Human creatures by +3/+3, and Rin and Seri's ability can finish a table with damage. Highcliff Felidar answers the biggest threat, Dusk // Dawn sweeps away the big creatures and later brings back the small ones, and Warp World is the all-in reset.
Strengths & Weaknesses
Strengths: Almost every card in the deck makes tokens, makes them bigger or turns them into damage, so the plan is easy to follow and hard to stop with a single removal spell. The deck also has answers: Path to Exile, Cast Out, Crib Swap, Highcliff Felidar and Stalking Leonin all deal with a single threat, and Alms Collector and Seht's Tiger have flash.
Weaknesses: The deck wants to cast a creature every turn, so a slow hand or a counterspell on a key creature hurts, and a board wipe loses most of the value of all those tokens. The Dog count is low, so Rin and Seri's damage ability usually needs a few turns to build up.
