Overview

Silverquill Statement is a political deck that wants the other players to attack each other. Breena, the Demagogue has flying, and whenever a player attacks one of your opponents, if that opponent has more life than another of your opponents, that attacking player draws a card and you put two +1/+1 counters on a creature you control. You give other players cards, and you grow while they do it.

The 99 cards are 26 creatures, 1 planeswalker, 10 artifacts, 11 enchantments, 5 instants, 6 sorceries and 40 lands. The deck has a lot of cards that make attacking you unattractive, such as Ghostly Prison, Windborn Muse, Soul Snare, Nils, Discipline Enforcer and Combat Calligrapher, and cards that reward attacks, such as Cunning Rhetoric, Curse of Disturbance and Duelist's Heritage. Cards like Tempting Contract, Pendant of Prosperity and Secret Rendezvous share resources with the table.

Key Cards

◈
Combat Calligrapher
Politics · Flyer
A 3/3 for {3}{W}. It has flying, Inklings can't attack you or planeswalkers you control, and whenever a player attacks one of your opponents, that attacking player creates a tapped 2/1 white and black Inkling creature token with flying that's attacking that opponent. It gives other players free attackers if they go after your opponents.
◈
Magister of Worth
Voting · Sweeper
A 4/4 for {4}{W}{B}. It has flying, and when it enters, each player votes for grace or condemnation. If grace gets more votes, each player returns each creature card from their graveyard to the battlefield, and if condemnation gets more votes or the vote is tied, all other creatures are destroyed.
◈
Teysa, Envoy of Ghosts
Defence · Token Maker
A 4/4 for {5}{W}{B}. It has vigilance and protection from creatures, and whenever a creature deals combat damage to you, destroy that creature and create a 1/1 white and black Spirit creature token with flying. It makes attacking you with creatures a bad idea.
◈
Nils, Discipline Enforcer
Counters · Attack Tax
A 2/2 for {2}{W}. At the beginning of your end step, for each player, put a +1/+1 counter on up to one target creature that player controls. Each creature with one or more counters on it can't attack you or planeswalkers you control unless its controller pays {X}, where X is the number of counters on that creature.

Playing the Deck

The early game is about mana and defence. Sol Ring, Arcane Signet, Orzhov Signet, Mind Stone and Victory Chimes ramp you, Soul Snare and Ghostly Prison protect you for a few mana, and Knight of the White Orchid, Oreskos Explorer and Scholarship Sponsor catch you up on lands. Windborn Muse and Combat Calligrapher make attacking you expensive.

The middle of the game is about steering the table. Breena, the Demagogue rewards attacks on your opponents, the Impetus Auras, Martial Impetus and Parasitic Impetus, goad a creature into attacking someone else, Keen Duelist makes you and an opponent reveal cards and lose life, and Author of Shadows casts a card from opponents' graveyards. Fain, the Broker, Felisa, Fang of Silverquill and Bold Plagiarist use counters and sacrifice for value.

The late game is about big flyers and a reset. Necropolis Regent, Hunted Lammasu, Angel of Serenity and Zetalpa, Primal Dawn are enormous threats, Debtors' Knell reanimates a creature each upkeep, and Magister of Worth, Tragic Arrogance and Promise of Loyalty reset the board in different ways. Inkshield turns a prevented attack into Inklings.

Strengths & Weaknesses

Strengths: The deck has many ways to make attacking you unattractive and to get value from other players' attacks, so it can sit back and grow while others fight. It also has good interaction, including Utter End, Fracture, Oblation, Stalking Leonin and Guardian Archon.

Weaknesses: The deck's plan depends on opponents choosing to attack each other, so it is weaker in a two-player game or against a table that attacks you anyway. Many of its best cards are expensive, and its group effects give opponents cards and resources too, so careful choices matter.

Verdict
